If you pick the right perks that is. I wouldn't say speech is useless but I think it was done rather poorly in skyrim. It should've been used more than just getting better prices and should bring more benefits like in the fallout series.( Heck I've heard in some fallout games you can get by the whole game without fighting by being able to be diplomatic and negotiate terms and stuff like that and play passively).There should've been more options where you could persuade or intimidate npcs.

I approve of speech being an important and fun skill in games because I just love that moment when you manage to persuade the npc into making the quest easier or giving them special access to a place or even keeping them from attacking you. It'd be too hard trying to be a completely speech oriented character in skyrim because there's very little you can do with it outside of getting better prices. In the other TES games you could make people like you and get them to wrap up around your finger. You could make them give you better prices or divulge information or tell you about little secrets or locations. The speech skill wasn't used a whole lot in those games but atleast you could do more with it and it was worth investing in it more. I know this is starting to sound like a rant about skyrim but I'm just comparing it to other similar games that used a speech type skill(s).

I still love skyrim and it's one of my favorite games. It's hard to think about the skills I never use.RestorationAny armour skillAny weapon skill (excepting archery)Illusion (although the high end stuff is cool)AlterationBlockingWait, this will be easier to list the skills I use: Conjuration, Enchanting, Archery, Speech, Smithing, Destruction (mainly just to get access to better spells). I know that Sneak and Illusion have some cool ninja stuff later on but I've never done that.The rest of the stuff is irrelevant to me. I suspect that they all have something pretty awesome to offer at the high end but I mostly stick with what works.Maybe I'll do a playthrough where I specifically never use any skill I've used before?

LoadingEach NPC has a Speech check when it comes to. If you don't meet the hidden requirement, the NPC will dismiss either avenue of dialogue.
